Expert in the international relations of the European Union and its relations with key international partners, including the USA and China. Substantial work on the EU and international negotiation, including negotiation of enlargement and negotiation with the USA. Considerable experience in undertaking joint publication and editorial work, and in organising conferences, colloquia and workshops at the international level, including a number that have led to edited publications. Many publications on the European Union and international relations, including standard works on the international relations of the EU and EU-US relations. Professor of European Politics and Jean Monnet Chair at Loughborough University; co-director of the Jean Monnet Centre of Excellence and the Centre for the Study of International Governance at Loughborough.

Expert on EU policy making with particular reference to foreign and security policy. Has  published on EU external relations since the 1970s., and has written extensively on UK relations with the EU focussing in particular on the Europeanization of UK foreign policy. Has contributed to every edition of the leading research text Policy-Making in the European Union edited by Helen and William Wallace. With Michael Smith has authored the chapter on External Relations in the Journal of Common Market Studies Annual Review from 1994 to the present. Considerable experience of working within EU related bodies such as UACES, TEPSA, and EUSA. Currently visiting Professor at the College of Europe in Bruges and visiting scholar at the Europa Institute, University of Edinburgh. Co- Director of the Jean Monnet Centre of Excellence at Loughborough and  holder of an Ad personam Jean Monnet Chair.

Expert on the study of diplomacy, both within the EU and more broadly. He has published widely on the emerging varieties of ‘para-diplomacy’, ‘sub-national diplomacy’ and related issues. His work on the EU includes major studies of foreign offices in the Union, and studies of public-private relations in commercial diplomacy. He has a special current interest in the development of ‘multi-stakeholder diplomacy’ and has recently published on the European Union’s ‘post-modern’ diplomacy.

Loughborough University is one of the leading research-intensive universities in the UK, as confirmed by the results of the UK Research Assessment Exercise (RAE) 2008. Within the university, the Department of Politics, International Relations and European Studies is the centre for European integration studies, indicated by the award of two Jean Monnet Chairs (to Professor David Allen and Professor Michael Smith) and a Jean Monnet Centre of Excellence. The department of PIRES is also home to the Centre for the Study of International Governance, which encompasses the work of the JMCE and research themes including the study of diplomacy and the international relations of the EU. In the 2008 RAE, the department of PIRES had 80% of its research activity assessed as being of international level, with 40% of it being assessed as ‘world leading’ or ‘internationally excellent’. PIRES has strong international links, with partner institutions in the EU, including links in Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Netherlands, Spain and Sweden. It  has strong existing links with the University of Maastricht and K.U.Leuven in European Integration studies.
